The Russian Ministry of Digital Development has proposed changing the rules of the internet infrastructure to restrict access to banned resources. The ministry asked hosting providers, CDN operators, and web security services to isolate IP addresses from the approved list into separate subnets. This decision is aimed at combating illegal bypass services, which currently share network resources with legitimate websites.
Government officials' view on the future of the technology
Deputy Chairman of the State Duma Committee on Information Policy Andrey Svintsov noted that a complete and immediate ban on the technology in the country will not happen. Developers quickly adapt to restrictions, and the technology itself remains legal for personal and corporate use. Companies can officially set up encrypted channels by providing regulatory authorities with a list of their IP addresses, and such traffic will not be blocked.
Filtering mechanisms and expert opinions
Separating data streams will allow regulatory bodies to detect and restrict unwanted traffic more effectively. According to Andrey Svintsov, most mass bypass services use simple and easily recognizable algorithms, so regulatory agencies will continue to shut them down systematically. The emergence of fundamentally new, unblockable encryption methods in the public domain is unlikely, as such complex technologies are controlled by only a few major IT companies.
