VPN from the government: does an alternative exist for users

Russia is considering tighter measures against tools used to bypass online blocks. The plan involves isolating IP addresses of approved resources into separate lists to facilitate precise blocking of restricted sites. At the same time, many specialists face the necessity of using such technologies for their professional work.
German Klimenko, Head of the Council of the Digital Economy Development Foundation, points out that a significant portion of foreign traffic from Russia goes to legal resources. Specialists, scientists, and programmers are forced to find workarounds to access foreign libraries, databases, and modern neural networks that have blocked access for users with Russian IP addresses.
The problem of creating a government alternative
Creating a fully functional state-owned service to bypass restrictions is impossible, as placing servers in other nations is unfeasible due to sanctions. A previously existing domestic commercial project in this field was shut down. Internal government networks are used solely to ensure internal security and are not designed for accessing external resources.
Denis Kuskov, head of an analytical agency, believes that completely blocking access to foreign servers is technically unfeasible. At the same time, he allows for the possibility of developing a domestic solution that would not require excessive financial costs.
