On March 21, 2022, the Tverskoy District Court of Moscow designated Meta Platforms Inc. as an extremist organization. At the same time, Judge Olga Solopova explained that the ban does not apply to the WhatsApp messenger, as it is not intended for the public dissemination of information. Legal nuances of messenger usage
Personal correspondence of citizens in the messenger is not an offense and is not equated to participation in extremist activity. This exception is specified in the 2022 court decision rather than in a separate statute.
The head of the Public Chamber working group, Aleksandr Malkevich, called for blocking the messenger in the country. Although access to the service stabilized in the summer of 2026, technical restrictions on voice calls were documented in the summer and autumn of 2025. The current status of the application remains functional, but its stability depends on the political situation.
Security settings and profile protection
The messenger utilizes end-to-end encryption, which prevents third parties from accessing the content of personal chats. Nonetheless, the platform collects metadata to compile user profiles. Users can limit data collection by denying the application access to device contacts and enabling encrypted backups for chats. The disappearing messages feature helps reduce the stored history, although it does not prevent the recipient from taking screenshots. Additionally, it is recommended to regularly check active sessions on other devices and disable the automatic saving of media files.
