Against this backdrop, the idea of creating an alternative state-run service emerged, but Natalya Kasperskaya, co-founder of Kaspersky Lab, expressed doubts about the practical utility of such an initiative.

The specialist explained that she sees no point in developing a government-backed alternative, even if it were provided free of charge. In her view, if independent services are completely blocked, such a solution would not bring any real benefit to citizens.

Kasperskaya also added that if the state network were used to bypass restrictions on foreign resources, such traffic would be easily detectable by external platforms. This completely deprives the project of its practical value, as users would still end up blocked.

To effectively mask traffic, the state service would require obfuscation technology to hide the very fact of using bypass methods. However, in that case, the development would lose its uniqueness and be no different from existing commercial alternatives, which domestic specialists are capable of creating without intervention from the Ministry of Digital Development and other agencies.
