On July 20, a major Russian news outlet published and then quickly removed an article about upcoming restrictions on censorship circumvention tools. The publication claimed that a new wave of large-scale restrictions could begin in late summer or early autumn.
New traffic control tactics
Sergey Shcherbakov, the technical director of an IT company, predicted a shift in how access is restricted. In his view, instead of completely cutting off connections, telecom operators will selectively slow down data speeds during peak hours. This will cause delays in loading pages and difficulties in transferring large files, making the services practically useless. The specialist added that bypassing such measures would be harder because users would not see clear connection errors.
The expert also noted the use of new methods for analyzing time intervals between data packets, which most current services cannot yet mask. The current situation, where users can easily switch between multiple circumvention tools, is only temporary.
Funding and access restriction plans
Earlier, in May 2026, documents regarding the allocation of subsidies to a subordinate agency of the regulator to combat circumvention services disappeared from its official website. The deleted files contained information about plans to block access to 92% of such tools in Russia by 2030.
