Limiting constant VPN use urged by State Duma

The continuous use of specialized block-circumvention services carries security risks, which is why citizens, especially the younger generation, should be discouraged from regularly using such software. This statement was made by Sergey Boyarsky, the head of the State Duma Committee on Information Policy, Information Technologies, and Communications.
He added that excessive reliance on these tools could lead users to dangerous online resources that the state attempts to restrict for safety reasons. The lawmaker also noted that he does not personally use such services.
Initiatives for regulating the internet space
Previously, the Investigative Committee drafted a bill to increase criminal liability for offenses committed using neural networks, proxy servers, and VPN technologies. It is proposed to designate this factor as an aggravating circumstance in the Criminal Code when such technologies serve as the primary tool for committing crimes, such as digital fraud, illegal data trafficking, or attacks on critical infrastructure.
Meanwhile, Kremlin officials reiterated that there are currently no bans or penalties for using such services. It was also noted that there is no information regarding any plans to introduce such restrictive measures in the future.
Additionally, the planned introduction of an extra fee for consuming international internet traffic exceeding 15 GB per month was postponed for several months to allow telecommunications market participants to prepare the necessary mechanism more thoroughly.
