In Russia, a number of internet service providers have faced heavy fines for refusing to route web traffic through state-managed threat mitigation systems. Between October 2025 and March 2026, the regulatory authority identified such violations among 28 domestic telecom operators. Following court hearings, the total amount of penalties imposed on the violators reached 4 million rubles.
Currently, supervisory bodies have issued 15 administrative fines and 5 official warnings. Representatives of the regulator emphasize that bypassing mandatory data filtering poses significant security risks for Russian citizens. First-time offenses can cost companies up to one million rubles, while repeated violations may lead to fines of up to five million rubles, and responsible officials could face up to three years of imprisonment.
