The inclusion of Pavel Durov in the registry of terrorists and extremists has raised questions among the messenger's users. However, purchasing a paid Telegram Premium subscription remains legal and safe. The restrictions apply exclusively to the platform's founder as an individual and his personal bank accounts within Russia.
Why the subscription is not considered financing terrorism
Payments for the messenger's digital services go to the accounts of a legal entity, not to its head personally. The messenger itself is not recognized as an extremist or terrorist organization, which was also confirmed by regulatory authorities on July 30. User financial transactions cannot be classified as aiding crime, and the platform is viewed merely as a communication tool.
Real risks and criminal liability
The threat of prosecution would only arise if the service itself were officially banned in the country. Nevertheless, users are strongly advised to avoid any direct transfers to Pavel Durov, as well as sending the internal Telegram Stars currency to his personal channels. Financing extremist activity carries a penalty of up to 8 years in prison (up to 10 years for abusing official position), while assisting terrorist activity can lead to up to 15 years of imprisonment.
